Federal Spending Authorized
Through Sept. 30; California
Raises Fuel Taxes to Fund
Projects
While the federal government's
focus in April and May was on general
commentary about the importance and
cost of infrastructure improvements, there
were several actions with connections to
intermodal freight transportation.
Most visible was the signing by
President Trump of a spending bill that
appropriated funds to keep the government
running until September 30, thereby
averting a government shutdown. The
far-reaching debate about infrastructure is
highlighted in a cover article.
The spending bill included the
eagerly sought TIGER, or Transportation
Investment Generating Economic Recovery,
grant program that was given $500 million,
but the largest share for a single state was
shrunk to $25 million from $100 million.
Those periodic grants have typically
generated $10 of project funding requests
for every available dollar. There also was a
3 percent rise in the harbor maintenance
tax that is used to fund dredging for
channel deepening projects that aid
intermodal commerce.
The Department of Transportation
leadership team was strengthened in May
with the Senate confirmation of Jeffrey
Rosen as Deputy Transportation Secretary.,
a Washington attorney who was general
counsel at DOT between 2006 and 2009.

Other legislation that was introduced
highlighted the infrastructure issue even
before President Trump presented his
formal plan for a $1 trillion investment in
transport, power, school and other projects.
Rep. Norma Torres (D-Calif.) introduced
two bills, H.R. 2347 and H.R. 2348, which
were intended to establish funding
sources. One measure would direct the
Treasury Department to create "a regional
infrastructure accelerator program." The
other would require that department to
issue American Infrastructure Opportunity
Bonds to attract investors.
Rep. Brian Higgins (D-N.Y.) again
offered his "Nation Building Here at
Home Act of 2015" to create a system of
competitive grants for highway, bridge, rail
and port projects. The bill, now H.R. 2329,
was offered during the previous Congress,
but no action was taken.
Canadian Product Tariff
Away from Capitol Hill, President
Trump created a stir by slapping tariffs of
up to 24 percent on imported softwood
lumber, a key generator of North American
freight. The move drew swift criticism from
the Canadian government and escalated
