Equal Access
In Canada, one of the leading designers in the disability
arena is Brian Everton, president of Design for All. He's been in
the industry for more than 25 years, primarily specializing in
retrofitting a home or work environment after a personal injury,
as well as consulting on special architecture projects and
accessibility reviews.
Canadian regulations around accessibility differ from the United
States, and they predate the ADA. A national model building
code, which has evolved since 1941, standardizes the work of
builders and designers, with much of the accessibility directives
being added in the 1970s. The Canadian Human Rights Act,
which was passed in 1977 and amended in 1985, guarantees
that people with disabilities receive the same rights, protections,
and opportunities as everyone else. More recently, in 2019,
the Accessible Canada Act was adopted and further guarantees the
rights of people with disabilities.
One of Everton's most famous projects was with the
Canadian Museum for Human Rights, where he worked on
the accessibility accommodations for the building, from inclined
ramps throughout the museum to a barrier-free restroom that
includes an adult changing table and motorized transfer lift.
A mobile app has features to aid vision- and hearing-impaired
visitors, and digital displays include universal keypads.

But Everton also has worked on more than 300 residential
projects, many of which involved modifying the structure to
be more accessible. The project usually starts with the major
needs: bathroom, bedroom, and kitchen. He addresses issues
that might never occur to a layperson. For instance: "Many
people's first question is, how are they going to get the family
member into the house?" says Everton. "But my starting point
is, how do I get people out of the house? What I'm trying to
establish is that a person with a disability has to be provided the
same level of protection and have two accessible exits in case
of a situation like a fire or a home invasion." He even takes into
account accessibility of home infrastructure features like the
electrical panel or hot water tank. He says, "I'm trying to ensure
people have equal access to their whole house to the greatest
extent possible."
