Welcome to IEEE AESS Tutorial XIII

E are pleased to offer the thirteenth issue of our tutorials, Tutorial XIII, to members
of the IEEE Aerospace and Electronic Systems Society (AESS). The first tutorial
was published in January 2004. Tutorials offer three kinds of tutorial articles. The first is a
primer on an established topic, while the second introduces a topic of emerging importance. The third type of article is a survey of an established technical area. In all three
cases, authors are noted experts sharing their knowledge and experience in a written field
guide. Tutorial XIII presents three tutorials in more established technical areas and one survey article in somewhat of an emerging technical area.
The first article, "On Computational Complexity Reduction Methods for Kalman Filter
Extensions," addresses the computational aspects of the well-established application of the
Kalman filter to state estimation. Matti Raitoharju and Robert Piche of Tampere University in
Finland coauthor this tutorial. This tutorial addresses the computational aspects of implementing the Kalman filter and its extensions in aerospace and navigation applications. The authors

survey existing code optimization methods and present unified notation that allows them to be
used with various Kalman filter extensions. The optimization methods cover a wider range of models, and the authors present
new applications for the existing optimizations. Furthermore, an example shows that the exploitation of the structure of the problem can lead to improved estimation accuracy while reducing the computational load. This tutorial is for persons who are familiar
with Kalman filtering and seek insights for reducing the computational demand of different Kalman filter extensions.
The second article, "Conflict Detection and Resolution for Civil Aviation: A Literature Survey," is authored by Jun Tang of
National University of Defense Technology in Changsha, China. This tutorial provides a literature survey with 94 references
related to conflict detection and resolution (CDR) for civil aviation. While many approaches to CDR for civil aviation are in
the literature, little is published on comparisons of those approaches. This survey contributes to the summarization of the
CDR methods that are categorized according to long-term, medium-term, and short-term. The tutorial offers an intuitive and
comprehensive introduction to the general CDR process and summarizes the various approaches for collision risk prediction
and the different strategies for conflict resolution at a strategic/ tactical/operational level, thus offering a comprehensive
perspective of the status of the research and directions.
The third article, "An Overview of Radomes for Large Ground-Based Antennas," is authored by Michael E. MacDonald
of Lincoln Laboratory of the Massachusetts Institute of Technology, Cambridge, MA, USA. Radomes are RF-transparent
protective enclosures for antennas. This tutorial provides an overview of radomes for large ground-based antennas for
satellite communications and deep space radar applications. The electromagnetic behavior as well as structural and environmental considerations are addressed for metal space frame, inflatable, and sandwich radomes. Contrasts of the radome types
are presented with an emphasis on the tradeoffs they entail for the antenna system.
The fourth article, "Modeling the Statistics of Microwave Radar Sea Clutter," is coauthored by Luke Rosenberg of the
Defence Science and Technology Group in Australia, Simon Watts of the University College London in U.K., and Maria Sabrina
Greco of the University of Pisa in Italy. This tutorial provides details of the more commonly used statistical models for characterizing sea clutter. Developing reliable models of sea clutter is a challenging problem because the sea moves in a complex manner
that gives rise to spatially and temporally varying characteristics. Reliable models enable engineers to represent clutter in different environments that may be difficult to observe in test trials and to predict the performance of radars over a range of conditions
with more confidence. Sea clutter modeling for both monostatic and bistatic radars is addressed. Sea clutter simulation and radar
performance prediction for both coherent and noncoherent detection schemes are discussed.
Good tutorial articles in the areas of interest to AESS members are in great demand. If you have a topic of interest
and a potential author, please contact me to nominate a tutorial. Self-nominations are also welcome. All tutorials are subjected to peer review to ensure the quality of our articles. Tutorials are reviewed for clarity of presentation, relevance, correctness, and scientific merit. Explanations of complex topics in simple (tutorial) terms are desired. Tutorials should not include
the results of new research. The archival home for new research is our IEEE TRANSACTIONS ON AEROSPACE AND ELECTRONIC
SYSTEMS, and submissions with new results are routed to the transactions. Likewise, interesting and descriptive articles without
significant tutorial content are published in IEEE AEROSPACE AND ELECTRONIC SYSTEMS MAGAZINE.
