For strong and effective leadership in the major reform
of the financial structures of the Technical Activities
Board and IEEE

For pioneering innovation and leadership in electronic
design automation that have enabled the design of modern
electronics systems and their industrial implementation

As a volunteer serving IEEE for over 40 years, Harold L. Flescher
has played a major role in proposing integral changes to benefit
the IEEE and its Technical Activities Board (TAB). Mr. Flescher's
involvement with TAB finances gave him the experience and
knowledge to play a major role in understanding the existing
financial structure, identifying its flaws and developing a series
of reorganizations that established a much more rational, transparent and sustainable system. In particular, he led the drive to
implement a better budgeting process for TAB and IEEE. He
created an allocation process that defines adequate fiscal
resources for all of the entities of IEEE and for changing a
volunteer committee to better oversee these expenditures. His
vision and firm negotiating style helped in getting these changes
approved by TAB and were instrumental in improving the
financial health of IEEE's technical activities.

As both an academic and entrepreneur, Alberto SangiovanniVincentelli propelled electronic design automation (EDA) into an
indispensable engineering discipline with his groundbreaking
scientific contributions, collaborations with industry and by cofounding the two largest EDA companies in the world.
Dr. Sangiovanni-Vincentelli continues to be a driving force in the
EDA industry, which has enabled integrated circuit design to
progress from a few hundred transistors in the 1970s to today's
integrated circuits containing billions of transistors.
A world-renowned authority on all aspects of integrated circuit
and system design such as numerical algorithms, circuit simulation, verification, layout, logic synthesis and distributed system
analysis, Dr. Sangiovanni-Vincentelli was instrumental in bringing
EDA technology to market and ensuring its commercial success.
In 1983, he co-founded SDA Systems-one of two companies
that merged to form Cadence Design Systems. In 1986, he went
on to help found Synopsys. During the 1990s, Dr. SangiovanniVincentelli developed the foundations of "platform-based
design," a comprehensive design and analysis methodology for
electronic systems. In 2001, he received the Kaufman Award for
his pioneering contributions to EDA from the Electronic Design
Automation Consortium.

An IEEE Fellow, he has been an active IEEE volunteer and he is
currently an IEEE Director and Vice President of Technical
Activities for IEEE, and he has been involved as a member of the
TAB Finance Committee since 1992, serving as TAB treasurer
twice during this period. His technical specialty is research, development and manufacturing of electronic systems hardened
to the effects of space and nuclear weapons radiation. He
worked for Raytheon Company from 1966 to 2001 and is
currently a consultant in Palm Beach Gardens, Florida, for
companies with large, high-value, tightly scheduled projects
involving complex engineering content.

Dr. Sangiovanni-Vincentelli presently serves on the Board of
Directors of Cadence Design Systems Inc., where he is Chair of
the Technology Committee. An advisor to leading companies
such as Intel, United Technologies, General Motors and Pirelli, he
is a member of the National Academy of Engineering and an
IEEE Fellow. He has served on the faculty of the University of
California, Berkeley since 1976 and currently holds the Edgar L.
and Harold H. Buttner Chair of Electrical Engineering. He has
published 800 papers and 15 books in the areas of EDA, design
methodologies, control, hybrid systems and system-level
design.
