2023 IEEE TECHNICAL FIELD AWARDS
IEEE Internet Award
Sponsored by the IEEE Communications Society
Ian Foster and Carl Kesselman
For contributions to the design, deployment, and application of practical Internetscale
global computing platforms
Ian Foster and Carl Kesselman recognized that the Internet of the
1990s had the potential to expand to enable an entirely new type
of collaborative work. Their pioneering achievements led to the first
global computing grid and spurred the development of scale grid
deployments that allowed scientists around the world to make major
advances in science and engineering. Their work has made measurable
impacts on parallel computing software, cyberinfrastructure
deployment, and scientific community building. The widespread
deployment of hosted web services and cloud computing would not
have been possible if not for the work of Foster and Kesselman who
demonstrated that these types of distributed computing environments
could be both practical and impactful.
An IEEE Fellow, Foster is a senior scientist and distinguished
fellow, and director of the Data Science and Learning Division,
Argonne National Laboratory, Argonne, Illinois, USA; and the
Arthur Holly Compton Distinguished Service Professor of Computer
Science, University of Chicago, Chicago, Illinois, USA.
An IEEE Sr. Member, Kesselman is the William H. Keck Professor
of Engineering in the
Viterbi School of Engineering,
where he is a professor in the Daniel J. Epstein Department of
Industrial and Systems Engineering, and fellow of the Information
Sciences Institute, where he also directs the Informatics Systems
Research Division in the Information Sciences, University
of Southern California, Los Angles, California, USA.
IEEE Joseph F. Keithley Award in Instrumentation and Measurement
Sponsored by Keithley Instruments, a Tektronix Co., and the IEEE Instrumentation & Measurement Society
Barry M. Wood, Carlos Sanchez,
and Richard G. Green
For low-uncertainty measurement of Planck's constant of
fundamental importance to the redefi nition of the International
System of Units (SI)
Barry M. Wood, Carlos Sanchez, and Richard G. Green determined
the value of Planck's constant-the relationship
between the frequency of a photon and its energy-to the
lowest uncertainty ever attained, an achievement key to the
SI redefinition by the International Bureau of Weights and
Measures in 2019. This redefinition enabled a move away
from the last artifact-based unit definition of kilogram to a
new one based on fundamental constants. Their achievement
paves the way for unprecedented methods of measurement
that use quantum phenomena, opening new levels of accuracy
and measurements at scales not possible before. They have
changed the face of measurement and instrumentation for
decades to come.
Wood is an IEEE Life Fellow and emeritus research offi cer at
the National Research Council (NRC) Canada, Metrology Research
Centre, Ontario, Canada.
Sanchez is a research offi cer, retired, at the National Research
Council (NRC) Canada, Metrology Research Centre, Ontario,
Canada.
Green is an IEEE Member and research offi cer at the National
Research Council (NRC) Canada, Metrology Research Centre,
Ontario, Canada.
