2. Awards
The activities of the SP/CAS Chapter and chapter members
have been recognized by IEEE and have received
several awards. Among many of them, probably the
most prominent were the CAS- Society Region 8 Chapterof-the-Year
Award (2009), and the Certificate of Appreciation,
awarded to Branimir Reljin for chairing the SP/CAS
Chapter of the Serbia and Montenegro Section during
the period 1993-2015. Note also that Professor Reljin
was indorsed Professor Honoris Causa, at the University
Tibiscus Timisoara, Romania, in 2015.
The Membership Growth Award was awarded to the SP/
CAS Chapter in 2018 and 2019. Chapter members Ljubiša
Stankovic´ (F), Srdjan Stankovic´, and Miloš Dakovic´ will
receive the 2020 IEEE Signal Processing Society Signal
Processing Magazine Best Column Award for their article
" From the STFT to the Wigner Distribution " , published in
the IEEE Signal Processing Magazine, May 2014. Also, in
2017, Professor Stankovic receive the Best paper award
from the European Association for Signal Processing for
the paper published in the Signal Processing Journal.
3. Brief History
Circuits and systems have found a significant place in the
region of the former Yugoslavia since 1950, mainly due to the
pioneering work of Professor Radoslav Horvat (1920-2004),
when he established courses in Theory of Analysis and Synthesis
of Electrical Circuits at the University of Belgrade. He
also established similar courses at university centers in
the former Yugoslavia: Niš, Novi Sad, Podgorica, Cˇacˇak,
Banja Luka, Sarajevo, Skoplje, Priština, and initiated this
subject in other university centers: Split, Zagreb, Ljubljana,
and Maribor. His work was strongly motivated and
inspired by the Institute of Radio Engineers' Circuit Theory
Group (founded in 1949). Professor Horvat's school was
known and recognized worldwide, as can be seen from
the article by Van Valkenburg that appeared in the 1984
special issue of IEEE Transactions on Circuit Theory,
published on the occasion of the centenary of IEEE. The
growth of the Circuit Theory community, and scholars
from similar fields, led to the establishment of the IEEE
Yugoslav Section in 1971, which gathered professionals
from the territory of the former Yugoslavia. After the disintegration
of the former Yugoslavia, the IEEE Yugoslav
Section was kindly divided (1992) into three different
sections: IEEE Croatia Section, IEEE Slovenia Section,
and IEEE Yugoslavia Section - the last one included members
from the three independent states: Bosnia & Herzegovina,
Macedonia, and FR Yugoslavia (the union of Serbia
and Montenegro). Then, in 1997 the IEEE Macedonia
Section (now North Macedonia) became independent,
and finally the IEEE Bosnia and Herzegovina Section and
the IEEE Serbia and Montenegro Section (with members
from two independent states, Serbia and Montenegro)
were formed.
