IV. Conclusion
In conclusion, the CASS Tour Mexico can be considered
a success, and we have high hopes that more CASS
Chapters and CASS Student Chapters will be formed in
the near future. The effort will then be well worth it.
The authors wish to express their heartfelt gratitude to
IEEE CASS for making this effort possible, and to all the
hosts in the different venues, which went beyond the
call of duty to make this CASS Tour Mexico 2023 a successful
endeavor.

IEEE CASS Tour Puerto Rico 2023
Abstract
The IEEE CASS Tour Puerto Rico 2023 was organized in March 6
and 7, visiting two cities, Mayaguez and San Juan, the week after
LASCAS 2023 that was held in Quito, Ecuador. The tour included
technical talks, as well a special talk about the IEEE CASS and
opportunities provided by the society. The main goal of the CASS
Tour is to motivate professionals and students in Puerto Rico to
become active members of the society, as well to motivate professionals
and students to organize new CASS Chapters and CASS
Student Chapters. It was also willing to improve activities in existing
CASS Chapters.
I. The IEEE CASS Tour Puerto Rico 2023
T
he IEEE CASS Tour Puerto Rico 2023 was held
in March 6 and 7, with a set of talks in two locations,
Mayagüez and San Juan. The set of talks
included technical ones, as well as a special talk about
the IEEE Circuits and Systems Society and opportunities,
as well why to become a CASS member. The talk
related about CASS and opportunities, present CASS
activities such as conferences, workshops, symposiums,
seasonal schools, publications, student design
contests, the distinguished lecturer program, pre-doctoral
grants, student travel grants, and talks promoted
by CASS chapters [1]. It was also presented the list of
calls organized by CASS to support the organization of
CASS activities.
A main goal of the set of CASS Tour being organized
in R9 is to motivate professionals and students to be active
members of CASS, showing them a whole set of opportunities
and support provided by the society.
The CASS Tour Program in Mayagüez, Western
Puerto Rico, was organized at University of Puerto (Recinto
Universitario de Mayaguez), and it included two

technical talks, the first one done by Ricardo Reis, and
the second talk was done by Manuel Delgado-Restituto.
It was also done a presentation about CASS and opportunities,
by Manuel Delgado-Restituto. See Figure 3 for
the full program at Mayagüez. The picture of Figure 1
was taken during the CASS Tour in Mayagüez, showing
part of the participants. Most of participants attended
the talks in person, but the event was also broadcasted.
The local organization was done by Prof. Gladys Acevedo,
the chair of the CASS Chapter Western Puerto Rico.
Next day morning, the speakers traveled to San Juan,
the location of the second step of the Tour. The CASS
Tour in San Juan took place at the Polytechnic University
of Puerto Rico, including two technical talks and
also the talk about CASS and opportunities as shown in
Figure 4. Figure 2 shows Prof. Manuel Delgado-Restituto
giving his talk. The participants attended the event in
person. The local organization in San Juan was done
by Abigail Teron (IEEE Puerto Rico and Caribbean Section
chair), and Prof. Luis M. Vicente and Prof. Julio A.
Hernández De-Luna, both from the Polytechnic University
of Puerto Rico.
II. The Talks of IEEE CASS Tour Puerto Rico 2023
The abstract of the technical talks done during the CASS
Tour Puerto Rico 2023 are:
Physical Design: From Past to Future (by Ricardo
Reis). By the end of years '70s, microprocessors were designed
by hand showing excellent layout compaction. It
will be presented some highlights of the reverse engineering
of the Z8000, which control part was designed by hand,
showing several layout optimization strategies as well an
optimization of the number of transistors. The observation
of the Z8000 layout inspired the research of methods
to do the automatic generation of the layout of any transistor
network, allowing to reduce the number of transistors
