in CASS membership in all visited locations, as well the
start of a new CASS Chapter in the Puerto Rico and Caribbean
Section, and a CASS Student Branch Chapter in
Mayagüez.
Other CASS Tours in Latin American Countries were
organized in 2022 and 2023, and it is possible find some
reports about them in the IEEE CASS Magazine [2], [3],
[4]. Other CASS Tours are being planned as, for instance,
an IEEE CASS Tour in Peru, another one in Chile, as well
in Manaus, Brazil.

IEEE CASS Tour Panama 2023 and the IEEE R9 Meeting
Abstract
The IEEE CASS Tour Panama 2023 was organized on March 8, in
Panama City, the week after LASCAS 2023 that was held in Quito,
Ecuador. The CASS tour included technical talks, a special talk
about the IEEE CASS and opportunities provided by the society.
The main goal of the CASS Tour is to motivate professionals and
students in Panama to become active members of the society
and to organize a CASS Chapter and CASS Student Chapter in
Panama. The CASS Tour was organized the day before the IEEE
Region 9 Regional Meeting, having the participation of Manuel
Delgado-Restituto and Ricardo Reis, representing CASS.
I. The IEEE CASS Tour Panama 2023
T
he IEEE Circuits and Systems Society Region 9 is
organizing a set of CASS Tours in Latin America
with the goal to improve CASS activities in the
region and start new CASS Chapters and CASS Student
Branch Chapters. An IEEE CASS Tour Panama 2023 was
held on March 8 at the Department of Electrical Engineering
of the Universidad Tecnológica de Panamá,
using the opportunity that the IEEE Region 9 Regional
Meeting, organized in Panama City.
The talk related to CASS and opportunities presents
a set of CASS activities such as conferences,
workshops, symposiums, seasonal schools, publications,
student design contests, the distinguished lecturer
program, pre-doctoral grants, student travel

grants, and activities promoted by CASS chapters
for a global audience [1]. It also presented the list of
calls organized by CASS to support the organization
of CASS activities.
The CASS Tour Panama Program included two technical
talks, the first one done by Ricardo Reis with the
title " Traveling Inside a Chip " and the second talk was
done by Manuel Delgado-Restituto with the title " Neural
Recording Multiplexing for Brain Mapping. " It was also
done a presentation about CASS and opportunities by
Manuel Delgado-Restituto. See Figure 1 for the full program
at Panama City. The picture in Figure 2 was taken
during the CASS Tour in Panama City, with part of the
participants. An announcement and registration of participants
were done using vTools. The participants attended
the talks in person.
The local organization in Panama City was done by
Susana Lau (IEEE Panama Section chair) and Prof. Danilo
Cáceres Hernández, from the Universidad Tecnológica
de Panamá.
II. The IEEE R9 Regional Meeting 2023
The day after the CASS Tour Panama, it started the IEEE
Region 9 Regional Meeting, in Panama City, with the
participation of IEEE Section Chairs from R9, as well the
IEEE ExCom R9, and the President of IEEE, Saifur Rahman,
as well some invited from other IEEE regions. The
meeting was coordinated by Enrique Tejera, R9 Director.
The IEEE R9 Meeting was held from March 9 to March
11. CASS was represented by Manuel Delgado-Restituto
