finding accessible to all. There are
also archives and repositories for
which authors can rapidly publish
research outputs they wish to share
without going through a rigorous
review process. Although IEEE has
been significantly growing OA in
response to these challenges, we

could examine how the IEEE OA
models can be better implemented
for CIS publications, e.g., Gold OA
or hybrid, and how we can ensure
high quality of research published in
OA articles.
Finally, I strongly encourage you to
proactively contribute and participate in

CIS publication activities, such as sending
your best research work to the CIS transactions and magazine, reviewing papers
and/or serving as an Associate Editor for
CIS publications. If you are interested in
being involved in the activities or have
any suggestions for CIS publications,
please do not hesitate to contact me.

IEEE CIS VP-Education Vision Statement

t is my great pleasure and honor to
serve as the Vice President for Education of the IEEE Computational
Intelligence Society (IEEE CIS). Education is one of the most empowering
forces for uplifting a society, opening
up the opportunity, and building a better future. Humans' recent leap on
technology advancement is also attributed to the high accessibility of education resources. Education serves as one
key for IEEE CIS for inviting young
generation and more people to be
familiar with CIS techniques. With this
privileged opportunity to serve on this
education role, I would put my best
efforts to continue the excellent works
which have been done by the previous
VP for Education, to enrich the re--
sources and establish a friendly platform for learning CIS techniques. I
would also particularly emphasize the
education of young generation and
continuing education for CIS techniques outreach to a broader spectrum
of people.
My first contact with computational
intelligence started with my Ph.D. studies, and since then I have regularly participated in the activities of IEEE CIS.

Education is one of the most empowering forces
for uplifting a society.

My first service as a conference organization member was as the Program
Chair of the International Artificial
Intelligence Neural Networks Conference in 1995. In 2005, when the IEEE
Tainan Section was established, I founded one of the first local chapters, the
IEEE CIS Tainan Chapter, under the
IEEE Tainan Section and served as the
founding Chapter Chair. I organized
several society activities and strengthened the interactions of members under
the IEEE CIS umbrella. Due to the frequent interaction with CIS, I became
aware of an urgent need for IEEE CIS
website reformation and was invited to
serve as the CIS website master for two
years on reforming the CIS website and
the Grant Application system. Later I
served as a CIS AdCom member for
two consecutive terms. I witnessed the
establishment of WCI and participated
in the activities organized by Bernadette,
the WCI founder. Later I was invited to
serve as the Chair of WCI and set up
broader reception activities within CIS
flagship conferences. I also served as the

Chair of the Distinguished Lecturer
Program (DLP) and recently, the Vice
President for Members Activities. These
positions allow me to have closer contact with the young generations and the
local chapters, knowing better of the
CIS membership status, its strengths and
faced challenges. I am convinced that
education to allow people to be familiar
with CIS and its techniques is the most
powerful and effective approach connecting with them. I therefore took a
lead to having the CIS Newsletter
revised, with the assistance of ChuanKang Ting, the Newsletter Editor at that
moment. The redesigned CIS Newsletter not only has a much more attractive
layout but it also gives an education corner highlighting CIS techniques
through selected CIS papers.
During my serving as VP for Members Activities, I have more opportunities to be in close contact with the
young generations. Education for the
future generations, particularly for high
school students and undergraduates, has
gradually attracted my attention. There
