he IEEE Consumer Electronics
(CE) Society Standards Committee
plays an important role in the IEEE
standards development process and
helps the IEEE stay current in the rapidly
evolving consumer electronics industry as
a leading standards development organization. Serving as the chair of the committee, I appreciate the opportunity to
keep you updated with the latest standards
news through this column, call for participation in our active standards projects,
and solicit standardization needs for new
standards projects.
For those who are not familiar with
the IEEE standards development process,
I recommend that you visit the IEEE
Standards Association's (IEEE-SA) Web
site at http://standards.ieee.org. I have
been visiting this Web site on a weekly
basis since I became a member of the
IEEE-SA Standards Board in 2012.
While you could find almost all of the
news about IEEE standards on the IEEESA Web site, this column will present
some handpicked updates within and
outside the IEEE that are either important
to standards development in general or
strongly relevant to consumer electronics.
IEEE PATENT POLICY UPDATE
Patents play an increasingly important
role in standards, and the IEEE-SA's rules
include provisions relating to the use of
patented technology associated with
IEEE standards. The policy must balance
several concerns, including respect for the

rights of patent holders and assurance that
licenses to standards-essential patents are
available on reasonable and nondiscriminatory terms to all implementers.
On 6 December 2014, the IEEE-SA's
Board of Governors approved a proposed
update to the IEEE patent policy. This
update is designed to provide better clarity
and predictability for patent holders and
implementers. The update resulted from a
rigorous process over the past two years
that included extensive input from a broad
range of stakeholders who may choose to
develop standards within the IEEE-SA
framework. The members of the Board of
Governors and its committees all serve as
fiduciaries of the IEEE who must make
decisions in the best interests of the IEEE.
On 8 February 2015, the IEEE Board
of Directors voted to approve this policy
update. This approved modification of
the IEEE-SA Standards Board bylaws
(http://standards.ieee.org/develop/
policies/bylaws/approved-changes.pdf)
became effective in March 2015.
CHINESE STANDARDIZATION
REFORM PROPOSAL TO TAKE
EFFECT SOON
The Standardization Reform Proposal,
approved at the 82nd executive meeting
of the State Council of the People's
Republic of China on 11 February 2015,
includes six aspects:
▼ to establish an efficient and authoritative coordinating system, helping
the State Council to plan the standardization reform as a whole
▼ to gradually cut down mandatory standards, integrating national, sectoral, and
▼
▼
▼
▼
regional standards into mandatory
national standards with a strict development scope
to optimize and perfect voluntary
standards, gradually decreasing the
number and scale of current voluntary standards and highlighting the
property of public interest
to cultivate and develop consortium
standards, encouraging competent
social organizations and industrial consortia to develop consortium standards
and increase the standards supply
to vitalize enterprise standards, abolishing the government filing system
of enterprise standards and establishing the opening and supervision system for the self-declaration and
disclosure system of enterprise product standards
to upgrade the quality of Chinese
standards, actively participating in
international standardization activities, promoting Chinese standards
with authority, credit, and reputation
internationally.
CONNECTED VEHICLES
AND AUTOMATED DRIVING
STANDARDS
On 26 March 2015, the IEEE-SA Standards Board approved two new standards projects in the area of connected
vehicles and automated driving:
▼ IEEE P2040-Standard for Connected, Automated, and Intelligent
Vehicles: Overview and Architecture
▼ IEEE P2040.1-Standard for Connected, Automated, and Intelligent
Vehicles: Taxonomy and Definitions.
