he was a spectrum authority officer, responsible for
the management, design and development of the spectrum
monitoring and enforcement capabilities of ANACOM, including
those used in the investigation and resolution on
the field of RFI affecting the radio communication services
used for Earth obser vation.
Manuel Sá (manuel.sa@anacom.pt) is a spectrum authority
officer at ANACOM Delegation, 4250-198 Porto,
Portugal. Since the beginning of his career he has been
involved and dedicated to different areas related to radiocommunications,
including on spectrum monitoring
and studies, supporting the resolution of RFI affecting all
radiocommunication services,

authority officer at ANACOM Delegation, 4250-198
Porto, Portugal, focused on the interventive and preventive
practices of spectrum management related to all radiocommunication
services, including the investigation and resolution
on the field of RFI affecting Earth observation missions.
Flávio Jorge (flavio.jorge@esa.int) is a spectrum management
expert with the directorate of Earth observation
programs of ESA, 2201 AZ Noordwijk, The Netherlands,
serving the ITU-R Working Party 7C as chairman of its
working group on passive sensors issues. Previously he was
with ANACOM, where he was the head of delegation for
Portugal at the ITU, while executing spectrum monitoring
and enforcement in all radiocommunication services.
Sandro Mendonça (sfm@anacom.pt) is a member of the
executive board of ANACOM, 4250-198 Porto, Portugal; a
professor at ISCTE Business School, 1649-026 Lisboa, Portugal;
an invited professor at ISEG/University of Lisboa,
1200-781 Lisboa, Portugal; a researcher at the University
of Sussex, BN1 9RH Brighton, U.K, and a member of the
advisory board of the Portuguese agency for cybersecurity
(CNCS) and of the governing body of CEATEL of the Brazilian
telecomunications regulator (Anatel).
