Anatolij M. Shutko (1939-2015)

A

natolij M. Shutko was born near Moscow, USSR,
on February 25, 1939. Following World War II his
family moved to Odessa. In 1961 he graduated as an Engineer of Radio Communication from the Electrotechnical Institute of Communication in Odessa. He then
received the degree of Doctor of Technical Sciences from
the Institute of Radioengineering and Electronics of
the Academy of Sciences, Moscow, in 1967. Dr. Shutko
joined the Institute of Radioengineering and Electronics (IRE) of the Academy of Science of the USSR (later
Russia) in 1964 as a graduate student and over the years
rose to the positions of Senior Scientist and Head of the
Remote Sensing Group.
Upon joining IRE Anatolij had the opportunity to
work with outstanding leaders in the field of radio physics such as Professor A. Basharinov. This experience
led to his exploration of its applications in radio wave
propagation and microwave radiometry of land and
sea surfaces. Over his years at IRE he conducted basic
and applied research, which later evolved into practical applications. In 1982 he authored 6 papers in IEEE
journals, Trans. on Geoscience and Remote Sensing and
Journal of Oceanic Engineering, which reported the results of over a decade of research. Many of his basic studies were compiled in an exceptional book "Microwave
Radiometry of Waters and Lands" that was published in
Russian in 1986. This book included theory, modeling,
and experimentation involving sea surface temperature,
salinity, soil moisture, and vegetation. One of the most
valuable aspects of this book was the inclusion of experimental data that was never available outside the USSR.
His other great contribution was the mentoring of many
young scientists at IRE who have made their own contributions to science and engineering.

Leading up to and following the change from the
USSR to Russia in 1991 Dr. Shutko began to focus on the
practical application of microwave radiometry. This work
utilized a suite of radiometers operating on both ground
and aircraft-based platforms. Much of this was conducted in the USA with a company called Geoinformatics.
