local history and community. For
several hours, bands, costumes, and
brightly lit displays contributed to a
festive and memorable experience.
Rebuilding the Technical Program
CICC 2023 required extensive planning
and some hard work. We knew
that we would need a strong technical
program to entice attendees to
come back in person after a two-year
pandemic-related hiatus.
We significantly expanded and
re juvenated the Technical Program
Committee. We were very fortunate
to attract more than 30 wellpublished,
internationally recognized,
and eager new researchers.
They came from industry and academia
and from all over the world.
After some retirements, we ended
up with a very strong committee.
This has paid off in terms of
technical contributions. We received
almost 20% more paper submissions
than in 2022, which already stood at
a record high. And we consistently
got one comment from the reviewers:
the submissions were of very
high quality, making it hard to make
any decisions to reject.
Last year, we introduced a new
track in our technical program to
encourage original research papers
in the " Foundations of System
Design " topic that show innovations
in designing systems using FPGAs,
GPUs, neuromorphic hardware, artificial
intelligence accelerators, and
others. We ended up accepting eight
papers for this track in 2023.
Noteworthy this year was the
record number of submissions from
Asia. Mainland China alone accounted
for 28% of paper submissions, virtually
on par with the United States.
The program for CICC 2023 was
again diverse and vibrant. With four
educational sessions, 120 papers
spread across more than 23 technical
sessions, four forum sessions,
four panel sessions, two keynote
talks, and one luncheon talk, there
was something for everyone (Figure 2).
Just to name a few, the keynote
sessions on " Charting the Connected
Future " by Daniel Cooley of
Silicon Labs and " Directions in Deep
Learning Hardware " by Billy Dally of
Nvidia as well as the invited paper
" Wireless Power Transfer at Distance "
by Ali Hajimiri of the California
Institute of Technology were
particularly well liked.

Strong Support From
the Community
On Tuesday morning, we had a
special in-person session of the
four best student papers from the
Asian Solid-State Circuits Conference
(A-SSCC), which took place in
November 2022 in Taipei. This will
be part of an ongoing exchange
between the two conferences.
On Tuesday night, we had a
well-attended IEEE SSCS Young Professionals
and Women in Circuits
Mentoring event, which drew people
from within and from outside of the
CICC conference.
As in previous years, the top
papers from CICC 2023 will appear
in special issues of IEEE Journal of
Solid-State Circuits and IEEE SolidState
Circuits Letters.
Again, we received strong support

from the SSCS leadership, with advice
on logistics and budgetary issues,
conference location, and ways to
reach participants. We also got great
