took many years to build relationships and establish the
agreements based on balancing interests and respecting
each other's space. An important part of the negotiations with non-IEEE entities is the interpretation of the
IEEE share of the surplus of the conferences. Since the
surpluses are generated by the diligent efforts of local
volunteers, sometimes supported by subsidies from local organizations, the mutual understanding is that the
regional members should benefit from the surpluses.
For this reason, transparency of financial processes and
financial control by the volunteers are imperative.
The real 2030 challenge is the fast-changing landscape. We cannot predict or anticipate the future by
looking in the rearview mirror. We do not have a crystal ball, but some of the ingredients that will shape the
future can already be described.
■ Language and cultural barriers will disappear, and
technology innovators will be able to roam freely on
the planet. For example, with CES and CPSS, PELS
is exploring the translation of technical articles into
English from Chinese, and vice versa. I was amazed
by the computerized translation skills of artificial
intelligence. However, in the future, translators will
probably be unnecessary because English will be
the world technical language, a perfect situation for
TAB activities.
■ Group and network dynamics will play an important
role in fueling innovation. It is relatively easy to
bring crowds together in mash-up events or writing
competitions; many entities are doing it today. But
the IEEE has a special advantage; we can offer technical depth and diversity that other organizations
cannot match. From this point of view, TAB is the
key asset of the IEEE.
■ The removal of barriers will level the playing field.
On the one hand, it will increase competition, while,
on the other hand, regional and national interests
will become a strong factor to be recognized. With
this in mind, the IEEE needs to entrench its role as
an independent, impartial organization run by volunteers for volunteers.
The current constitution provides for guaranteed technical and geographical diversity by requiring that volunteers from each technical Division and
each geographic Region are represented by a director
on the Board of Directors. The proposed amendment is
shortsighted because it removes this built-in pillar that
ensures that the IEEE remains a volunteer-driven technical professional society. It is necessary to go back
to the drawing board and figure out how the board
can be better governed by a truly representative body
of volunteers. The IEEE is in a position to harvest a
wealth of top talent from the large pool of volunteer
members, in particular the group of young professionals that will form the IEEE leadership in 2030.
