"for scientific contributions to detection,
data fusion and signal processing with

an IEEE Third Millennium Medal winner, a member of Eta Kappa Nu and
Sigma Xi, and holds several patents. He
was awarded an Office of Naval Re search Young Investigator Award and
an National Science Foundation Research Initiation Award.
Dr. Blum's research interests include
signal processing for the smart grid,
communications, sensor networking, radar, and sensor processing. His lecture
topics include cyberattacks on the Internet of Things systems; cyberattacks on
sensor systems for estimation and detection; cyberattacks on smart grid systems;
improved IEEE 1588 synchronization
using estimation theory and low complexity; and realistic performance bounds on
passive radar systems.

Kevin W. Bowyer
Kevin W. Bowyer is
the Schubmehl-Prein
Professor of Computer Science and
Engineering at the
University of Notre
Dame, Indiana. Prof.
Bowyer earned his undergraduate
degree from George Mason University, Fairfax, Virginia, and his Ph.D. degree in computer science from Duke
University, Durham, North Carolina.
He previously served on the faculty at
the University of South Florida, the
Swiss Federal Technical Institute, and
Duke University.
Prof. Bowyer received an IEEE
Technical Achievement Award from

t h e IEEE Computer Society "for
pioneering contributions to the science
and engineering of biometrics" in 2014.
He is a Fellow of the IEEE "for contributions to algorithms for recognizing
objects in images" and a fellow of the
International Association for Pattern
Recognition "for contributions to computer vision, pattern recognition and
biometrics." He has served as editor-inchief of IEEE Transactions on Pattern
Analysis and Machine Intelligence and
IEEE Biometrics Compendium and is
currently on the editorial board of IEEE
Access (for which he was "Reviewer of
the Month" in March 2016). He is the
general chair of the 2019 IEEE Winter
Conference on Applications of Computer
Vision. Prof. Bowyer's most recent
book, Handbook of Iris Recognition, is
edited with Dr. Mark Burge.
Prof. Bowyer's lecture topics include iris matching and deduplication
of voter registration lists; detection of
contact-lens-based "spoofing" in iris
recognition; lessons from analyzing a
large, operational iris-recognition data
set; biometric recognition of identical
twins; and synthesis of realistic-looking
face images.

Geert Leus
Geert Leus received
the M.Sc. and Ph.D.
degrees in electrical
engineering from
KU Leuven, Belgium, in June 1996
and May 2000, respectively. He is now an "Antoni van
Leeuwenhoek" full professor at the
Faculty of Electrical Engineering,
Mathematics, and Computer Science
of the Delft University of Technology,
The Netherlands.
Dr. Leus is a Fellow of the IEEE and
EURASIP. He received the IEEE SPS
Young Author Best Paper Award
(2002); the IEEE SPS Best Paper
Award (2005); was member-at-large,
Board of Governors of the IEEE SPS
(2015-2016); chair, IEEE Signal

Dr. Leus's research interests are in
the broad area of signal processing,
with a specific focus on wireless communications, array processing, sensor
networks, and graph signal processing.
His lecture topics include compressive
sensing for power spectral estimation,
sparse sensing for statistical inference,
graph signal processing: filtering and
sampling, stationary graph processes
and spectral estimation, subsampling
for graph power spectral estimation, prediction-correction methods for timevarying optimization, and compressive
ultrasound imaging.

Marco Lops
Marco Lops received
his laurea and Ph.D.
degrees from "Federico II" University,
Naples, Italy. He was
an assistant professor
and associate professor with the Department of Electronic
Engineering at Federico II. Since 2000,
he has been with the Department of Electrical and Information Engineering at
the University of Cassino and Southern
Latium as a professor. He was a visiting research fellow with the University
of Connecticut and Rice University,
Houston, Texas and a visiting professor
with the University of Minnesota
(2008) and Columbia University, New
York (2009). From 2009 to 2012, he
was with ENSEEIHT, the University of
Toulouse, France, as a full professor
(on leave of absence from the University of Cassino and Southern Latium), and
as a visiting professor, respectively.
Dr. Lops served two terms as a member of the Sensor Array and Multichannel
