The question is whet her t he S ec ond Amendment to the United States Constitution gives a right to bear and own military-grade cyber weapons. The dual-use nature of cyber arms undermines the government's argument on this point. If the U.S. government pursued the regulation of cyber weapons and the prohibition of private ownership of these arms, the question becomes if and how the right to bear arms would protect ownership of cyber weapons from governmental intervention.
