Is the Cambridge Analytica Scandal
Really Surprising?
The stor y of Cambridge Analy tica, a data mining
company that used the data of 50 million Facebook
users, without their consent, to target voters during
the last U.S. presidential election, has made a great
impression on many students of information technology (IT), and on many citizens of our information
society. But is the Cambridge Analytica scandal really
surprising? It isn't so surprising when we have pervasive ideas that products of computer science and
engineering, such as social media platforms and data
capturing technologies, are allegedly "neutral" (e.g.,
the notion that IT develops independently of sociocultural contexts and interests) - and the consequent normative stance that engineers shall not be
held politically accountable for their work. These

attitudes continue to hold in many spheres of our
social, legal and political life. Still, stories such as
that of Cambridge Analytica have caused commentators to persuasively argue that DTs, like Facebook,
are not neutral platforms. Furthermore, commentators are beginning to recognize that such tools -
once considered as forces of social good - can be
threats. This is quite important to consider, as claims
of ethical neutrality made by contemporary tech
executives, like Mark Zuckerberg, are saturated by
the belief that DT innovation necessarily leads to
social progress. The main problem, after all, of the
ethical neutrality argument is that it leaves very little
space for upholding and leveraging significant transparency and accountability.
Interesting trajectories followed by a new breed of
computer experts are proof of the partial loss of faith
