corporate resources to manufacturing masks. If the
government would not share crucial data or listen
to its citizens, there will not be so many open-source
software across different platforms for people to
choose from.
to summarize, to utilize technology amid public
crisis, first, a developmental government that maintains
a very close relationship with the private sector
but keeps its autonomy in making policy [24] is
needed to produce more coherent strategies, coordinate
the whole society, and to mobilize and allocate
essential resources. In fact, the embeddedness
between the government and citizens strengthened
people's trust of the government in reverse. Second,
despite the common and inherent mistrust of public
management, once people perceive the policies
and realize they are " at war " amid the crisis, they can
generate higher compliance and cooperation [19].
Therefore, transparency and communication are of
the utmost importance. At the same time, people's
reactions and feedback will also push the process
of calibrating and refining the governing strategies
forward. Third, the active engagement and collaborations
of a tech-savvy civil society can also be
very helpful in successful digital governance [20].
Through repeated interactions between the government
and the society, the wisdom of the crowd can
become crucial to better align the strategies and
people's behaviors.

