high values. The exception is Spain, which despite high
values, has not adopted the preferred energy plan, which
results in an inaccurate analysis. However, the overall
results of the countries represent an energy plan heavily
influenced by the techno-economic dimension. In the noninstitutional analysis, countries show high values that does
not differ much from the average institutional analysis.
This result indicates a constant priority between
countries in the application of technical and economic
methods in the sector energy plan. The countries in
Group B have different performance from each other in
institutional techno-economic analysis. Many countries
like Spain have a preferred energy plan with considerations beyond the capability of employment of planning
based on sustainable development,
exceeding the limit of applicability of
a sustainable plan identified in the
non-institutional analysis.

In the environmental dimension,
the countries obtained varying relative positions and few countries had
similar relative positions. However,
the average values are not high. It is
possible to identify some countries
engaged in environmental dimension, with potential constraints to
sustainable planning. In the social
dimension, the average value of
institutional criterion is low, unlike
values (extremely high) of non-institutional criteria, with the exception
of Mozambique. This shows the low

regard for social factors in preferential plans, in some
cases justified by good indicators from the non-institutional analysis, mainly from countries in Group A.
In the political dimension, the values of institutional
analysis showed relatively low, unlike values of noninstitutional analysis. These countries have capacity
for the inclusion of the political dimension in an integrated manner in their plans. In the techno-economic
dimension countries overlap, showing high values from
the institutional criteria. The emphasis of the developing energy plans on the techno-economic dimension
overruns the capacity for sustainable development.
