Measuring the
Effectiveness of Water
Treatment Programs

is working in a particular context than
how a particular product performs in a
controlled laboratory environment.
While completing her Ph.D. degree
at the London School of Hygiene and
Tropical Medicine, Lantagne studied how
effective water treatment products were
after being distributed during the acute
emergency situation. For each of the four
emergencies evaluations, Lantagne randomly selected ~400 households that
had received the water treatment products, conducted a household survey, and
collected samples of current household
stored treated and untreated drinking
water. The water was tested for free chlorine residual, an indicator that the water
is properly chlorinated and disease free,
as well as for microbiological indicators
of water contamination such as E. coli.
Additionally, she conducted focus group
discussions with recipients and key
informant interviews with program participants. She then provided an assessment of how well each particular product

In the mid-19th century, British doctor John Snow went against popular
theory (the miasma theory, as it was
called) when he deduced a connection
between a London cholera epidemic
and contaminated water. Snow had
gone door to door mapping the outbreak until he finally narrowed the
source to a well pump on London's
Broad Street. The handle was removed
from the well pump, and today, if not
then, that action is credited by some as
ending the epidemic.
Today we know that cholera is preventable with the proper water supply
and sanitation infrastructure. In areas
without access to infrastructure, governments, nongovernmental organizations (NGOs), and international agencies regularly provide household water
treatment options-such as chlorine
tablets or filters-to respond to cholera outbreaks. The question, however,
is how effective are these distributions
at improving the quality of household stored water and reducing the
risk of diarrheal disease and cholera in
these contexts?
