Chapter 1. RTA Transaction Types/Processing RTA Apply for a Registration Only A. An individual, corporation or company may apply for a registration only for the following vehicles: * Homemade trailers that weight 3,000 pounds or less, regardless of age; * A non-Massachusetts titled vehicle used by any person who is required to register his/her vehicle in Massachusetts. If the person is in the military, a military ID must be shown; or * Re-registration of a vehicle for which the registration has been expired for one year or more. B. The customer must submit a completed RTA along with one of the following before a registration can be issued: * A Bill of Sale; or * A copy of the Title or Title Number (for re-registrations); or * An out-of-state Title or copy of Title (for dual registration). C. Only the " Registration and Title " box at the top of the application should be checked. D. The RTA must be stamped and signed by the insurance agent or company and by all owners. Owners must include their license numbers, SSN, dates of birth and lawful presence documentation. The sales or use tax schedule must be completed if required. E. If the customer presents the Title or Certificate of Origin for a trailer, the Clerk will check to be sure that the date sold and sale price are on the back and it is signed over to the customer by the previous owner or dealer. F. Lien holder information need not be completed for " Registration Only " transactions. Item C3 (Previous Title State and Number) should be included. If the vehicle is owned by a nonresident for which a currently effective Certificate of Title has been issued in the state of residence, there must be an out-of-state residence given as the residential address. 3/04
