Chapter 2. Supporting Documents Bill of Sale - A bill of sale is used in lieu of a title for commercial vehicles or trailers weighing over 3,000 pounds that were registered before September 1, 1972. The bill of sale should be accompanied by a vehicle inspection form (TV7-A). A bill of sale is a document used to prove a transfer of ownership if no title exists. There are two types of bills of sale: handwritten and the Non-Titled Bill of Sale, a Registry form. A bill of sale is used in processing the following transactions: * Register and Title a Vehicle * Transfer Plate to a New Vehicle * Apply for Registration Only and * Apply for Title Only The Registry clerk will review the bill of sale to be sure the following information is included: * Date of Sale; * Year; * Make and Model; * Body and Style; * VIN; * Odometer Reading; * Purchase Price; * Buyer and Seller Name and Address; and * Seller's signature. A Massachusetts resident must apply for a Title within 10 days of purchase or immediately upon moving to this state. Titles are issued to all vehicles regardless of age excluding trailers less than 3,000 pounds. Federal and Massachusetts laws require that the seller(s) state the mileage upon transfer of ownership. Also, both buyer(s) and seller(s) are required to sign and hand print their name and date the transfer document. If the previous title has a space for a sales price, the price must be filled in. If the previous title does not have a space for a sales price, a bill of sale showing the sales price must be submitted.
