Chapter 5. Social Security Number Social Security Number and License Numbers For purposes of establishing proper identity, a customer must provide his/her Social Security number, the validity of which the Registrar will confirm using Social Security On-Line Verification, or an acceptable Denial Notice. The Registry of Motor Vehicles will not process any permit/license/ID card transaction for a customer if there is a discrepancy between the data at the Social Security Administration and the data on file at the Registry of Motor Vehicles. The Social Security Number requirement applies to any customer who is eligible to obtain a Social Security Number. All United States citizens are eligible for and must obtain a Social Security Number to be licensed in Massachusetts. A customer has failed to properly complete the Social Security Number application process if he/she has done any of the following: 1. Failed to provide documents required as part of the Social Security Number application process 2. Failed to provide evidence of visa class admission 3. Failed to comply with a request by the Social Security Administration to visit a Social Security Administration office for an in-person interview If a customer is denied a Social Security Number, he/she may still qualify for a permit/license/ ID card if he/she provides an acceptable written Social Security Number Denial Notice (not more than 60 days old) and can meet other identification requirements proving date of birth, signature and Massachusetts residency. The customer must also provide all of the following: 1. Proof of a current and acceptable visa status. 2. An I-94 (Record of Arrival and Departure that he/she received on entry to the United States 3. Current non-United States Passport The Registry of Motor Vehicles has the right to reject a Social Security Number Denial Notice if any of the following apply: 1. It does not appear to be genuine 2. It is more than 60 days old 3. It appears to have been altered 4. It is incomplete 5. It indicated the application for a Social Security number has not been properly completed. Individual Taxpayer Identification Numbers (ITINs) are not acceptable if the customer does not have a Social Security number. Individual Taxpayer Identification Numbers are strictly for tax processing and are not valid identification outside of the tax system.
