Chapter 6. Commercial Driver's License Information Non-Domicile CDLs Canada and Mexico Customers from Canada or Mexico are not eligible for Non-Domicile CDLs. To be eligible for a Massachusetts CDL, these customers must prove permanent lawful presence. The reason why customers from Canada and Mexico cannot obtain Non-Domicile CDLs is because Canada and Mexico both conform with the U.S. CDL Standards. As a result, operators from these countries can drive in the U.S. using their valid CDL from Canada or Mexico. Permanent Resident Cards (Green Cards) Customers who present a permanent Resident Card as proof of lawful presence and receive and electronic SAVE verification of " Temporary Lawful Presence " will receive a CDL without the Non-Domicile indicator with an expiration date to match the end of stay date provided electronically by U.S. Citizenship and Immigration Services. HazMat Endorsement Not Permitted " Non-Domicile " CDLs cannot be issued with hazardous materials (HazMat) endorsements. Come residents of foreign countries may already have CDLs issued before this policy took effect; these CDLs may have Hazmat endorsements. When these CDLs need to be renewed (as " Non-Domicile " CDLs), or if a customer wants to amend the CDL (such as by adding a motorcycle endorsement), ATLAS will uncheck HazMat from the endorsement screen and it cannot be added back. 04/19
