Chapter 4-14 Issued by Branch: Blackstone Valley Plate: Passenger Special Plates A. Definition: The Blackstone Valley Plate is sponsored by the Environmental Trust Agency. The plate begins with the letters “BV”, followed by four straight numbers starting with 1000 through 9999. A two-number/two-letter combo plate will also be issued. The Blackstone Valley plate contains the image of a typical mill along the Blackstone River with the words “Preserve the Trust” in blue letters between the bolt holds. You can pre-order this plate on-line with the Registry or at any Registry branch. These plates are Passenger Special (PAS) plate type and have a two-year registration period. ALARS maintains the plate number preceded by the code “BV”. B. Plate Fees: The biennial plate fee is $90 ($50 registration fee & $40 special plate fee). C. Expiration Date: Blackstone Valley Plates expire every two years on a staggered basis determined by the last number of the registration.
