Chapter 6-20 “A” Visa Status Policy Policy A-1 through A-3 visas are issued to foreign diplomats and other foreign government officials, their family members and personal assistants/employees. U.S. States are normally prohibited from issuing driver licenses to these persons because their driving privileges are regulated by the U.S. Department of State’s Office of Foreign Missions (OFM) in New York City while the “A” Visa holder is in the U.S. The Department of State issues its own driver license to eligible “A” Visa status holders but OFM may determine that a particular “A” visa holder is not eligible for a U.S. Department of State driver’s license but may be eligible for a driver license in the state where the “A” visa holder resides. For Massachusetts, OFM will issue a letter (on its letterhead) informing the RMV that the identified person is not eligible or no longer eligible for the State Department license but may be eligible for the Massachusetts license. What does this mean An “A” visa holder is not eligible for a Massachusetts license unless the applicant presents a letter from the Office of Foreign Missions (OFM) stating that the identified license applicant is ineligible for a U.S. State Department license and meets all identification requirements. 05/09 6:78
