‘aye.’” Pause. “All those in favor of Ms. B, say ‘aye.’” Pause. “All those in favor of Ms. W, say ‘aye.’” Again, if the presiding officer is able to discern which candidate received the most votes, he or she would call the winner. If there is uncertainty, the presiding officer may count the votes. In small assemblies, this is reasonably easy to accomplish. In larger assemblies, tellers are used to assist the presiding officer in counting the votes. Bylaws often have provisions to allow members of the assembly to call for a counted vote if they believe the result was different from the call of the presiding officer. In a secret-ballot vote, members vote by writing their choice on a ballot. In very large assemblies, which may have thousands of members, machines are used, as in the case of state and national elections. The ballots can be as simple as a blank piece of paper and the member writes “yes” or “no,” or the name of the candidate they want to vote for. Or, it can be a printed ballot with the names of individuals, questions to be decided or a combination of the two. The ballots are completed by members, folded or placed in an envelope to conceal the choice, collected and counted. This can be done during a meeting, at certain times outside of a meeting or by mail. Counting ballots, while seemingly simple, requires close attention to detail. For sometimes, unintentionally or not, multiple ballots are folded together. In some cases, the extra ballots are blank, while at other times the extra ballots have actually been completed. Rules for how these cases are handled are well established, or the organization may decide for itself in its bylaws or special rules how such cases are handled. Once the ballots are counted, the results are tallied to show the number of votes cast, the number of votes needed to adopt a question or elect an officer, the number of votes cast for each choice and the number of invalid or illegal votes. The presiding officer then has the duty to read the tally and declare the prevailing side.

Roll-call votes are typically used in delegate or representative assemblies and have the purpose of putting on record for constituencies to see how a particular representative or delegate voted. Once the question or candidates for office have been identified, the presiding officer repeats the question or candidate, and instructs members what to say when their names are called. Then the secretary of the organization calls the roll of members who respond accordingly. Various procedures can be employed to be sure that all have

voted the way they wish, but when the roll has been called, the secretary tallies the vote and gives the results to the presiding officer, who reads the results and declares the prevailing side.

Two final principles of voting and elections need to be explained. The outcome of a vote depends on two numbers: (1) the proportion or percentage of vote required for the adoption of a measure, and (2) the number of which the proportion is calculated.
