his time last year, we were facing rate cuts—and the threat of additional rate cuts—at every turn. The one-year moratorium that we had won on the Budget Neutrality Adjustment Factor (BNAF) cuts had expired just three months earlier and that rate cut took effect. Health care A New Name, reform legislation was rapidly coming down the pike and it New Face and included projected rate cuts for the hospice community as well. New Attitude The then-proposed legislation also called for hospice payment reform. It was clear that increased scrutiny of the hospice community by government agencies and elected officials called for a new brand of Hospice Advocacy—so NHPCO’s lobbying affiliate answered that call. A New Name—and Face Last April, with over 500 Hospice Advocates in attendance at our firstever Capitol Hill Day Pep Rally (held in Washington, DC during NHPCO’s Management and Leadership Conference), we revealed the new name for Hospice Advocacy: the NHPCO Hospice Action Network (HAN). NHPCO HAN was created to embody everything that the “Alliance for Care at the End of Life” was and had been to the hospice community
