NHPCO 2010-12 Strategic Plan Strategic Area—Policy/Advocacy Goal: Demand that care at the end of life is a priority for federal and state legislators. Objectives 1. Develop a comprehensive end-of-life care public policy agenda in alignment with the NHPCO strategic goals, industry trends and federal policy initiatives 2. Proactively pursue legislative opportunities to benefit the end-of-life care community while protecting against actions which threaten the integrity of the provision of quality end-of-life care 3. Coordinate with NHPCO lobbying affiliate, The Alliance for Care at the End of Life, in the pursuit of policy goals and objectives Key Initiatives a. Lead national organizations working on policy initiatives to improve end-of-life care b. Publish an updated Public Policy agenda setting forth key issues for NHPCO support a. Analyze legislative initiatives to assess their impact on the end-of-life care community b. Develop position papers detailing the rationale for support or opposition to specific proposals a. Work to assure that the policy goals of NHPCO are being implemented by the Alliance b. Provide ongoing communications to all interested parties regarding the status of advocacy projects Current Activities to Support This Strategic Area • Ongoing grassroots efforts to protect hospice rates (Virtual Lobby Day, Purple Folder campaign, White House outreach, media outreach) • Development of materials for NHPCO members to engage them in advocacy in their home states during Congressional recesses • Coordination with Alliance lobbyists and NHPCO members’ lobbyists to create constant, unified messaging on Capitol Hill • High-level outreach to senior officials • Update members of developments through varied communication channels • Increase the advocacy tools available to members through the redesign of the Legislative Action Center • Coordinate advocacy efforts with state hospice organizations through bi-weekly calls with members of the Council of States • Communicate directly with Congress through direct lobbying, Congressional briefings and Knowlegis correspondence
