NHPCO 2010-12 Strategic Plan About the Plan’s Development In early 2008, the NHPCO board of directors and staff began the process of developing a new Strategic Plan for 2010-2012, building on the successful Blueprint for Quality and Access. With members, donors, vendors, other professional associations, and the federal government all coping with the uncertainties of the national economy, the imperative that NHPCO develop a sound, strategic plan has never been greater. In fact, it is vital to the success of the organization and the entire hospice and palliative care community. A Look Back at the Blueprint In 2003, under the leadership of president/CEO, Don Schumacher, NHPCO began development of its first, formal strategic plan—the Blueprint for Quality and Access. The comprehensive process included an environmental scan, board and staff retreats, and key constituent feedback. It was a transformational process that led to a paradigm shift evolving NHPCO from a trade association to a leadership organization. As part of the process, NHPCO’s vision, mission and values statements were completely rewritten, with the final plan organized around five primary priorities: Clinical Excellence, Quality and Research; Consumer Engagement; Global Partnerships; Provider Support and Capacity Building; and Public Policy and Advocacy. The Blueprint was implemented in January 2005 and over the course of the next five years, key accomplishments included: • The launch of the consumer engagement program, Caring Connections, and the development of specialized resources for people seeking information about hospice and end-of-life issues; The launch of Quality Partners and dissemination of important tools to help NHPCO members improve organizational and clinical competencies; • The development and dissemination of comprehensive tools, educational programs and technical assistance to prepare NHPCO members for the publication and implementation of the 2008 Hospice Conditions of Participation; and Enhanced advocacy tools and resources leading to the launch of lobbying affiliate, The Alliance for Care at the End of Life, and its current focus on protecting hospice reimbursement rates. • Working Toward the 2010-12 Plan Stakeholder Summits NHPCO’s board of directors and staff focused the planning process around three “key issues” facing hospice and palliative care providers: Medicare Hospice Benefit; Palliative Care Continuum; and Leadership in the Field. Discussion groups—or Stakeholder Summits—were convened to explore these three topics fully, with each being led by experienced experts in the field, including at least one NHPCO board member: Key Issues Medicare Hospice Benefit Facilitators Samira Beckwith, President/CEO, Hope Hospice Jan Jones, President/CEO, Alive Hospice Janet Carroll, Vice President of Clinical Services, Hospice of Lancaster County Gretchen Brown, President/CEO, Hospice of the Bluegrass Linda Todd, Director, Hospice of Siouxland Mary Labyak, President/CEO, Suncoast Hospice Mark Murray, President/CEO, The Center for Hospice and Palliative Care Palliative Care Continuum Leadership in the Field •
