“There’s been an explosion in urban housing here,” observes McLemore. “The [River Blocks] area where we are building was well planned out with a lot of hard work by city of Portland officials.” PRS wisely held off while the 38-acre, 40-block site was being developed and let the city do much of the master planning for them. “We didn’t want to be the first into the neighborhood,” says McLemore. “But the area wound up fitting well with most of our criteria for a nice urban area, along with a pre-existing healthcare infrastructure.” PRS eventually chose Block 24 for its development, in a relatively dense urban area already surrounded on three sides by other buildings. The fourth side of the facility faces a parking lot. “This way, we didn’t have to worry about our residents living next to a construction site for the next several years,” explains McLemore. LEED certification is a requirement when building on The River Blocks, which suits PRS just fine. McLemore expects that Mirabella will be joined by another Platinum-certified building and a few that meet the Gold standard. The CCRC has been described by its designer as an upscale condo within a five-star hotel. Key items include skilled nursing and assisted living services, physical therapy centers and dementia treatment facilities. A medical office building and various OSHU health care centers are within walking distance. The nearby Greater Oregon Health Sciences medical campus, veterans and children’s hospitals, and teaching facility are icing on the cake. “Many of our residents are in their mid-70s and up, and they require access to both healthcare and transportation facilities,” notes McLemore. In fact, Mirabella is very much a transit-oriented development (TOD) project, with Portland’s streetcars literally pulling up at residents’ doors. The city fathers were aware of the transportation bottlenecks (bridges and tunnels) that a city with a river running straight through it would create. “Portland has done a great job on public transportation,” says McLemore. “Mirabella has access to the theater district via streetcar, as well as a tram a block away and an excellent light rail system.” The other big thing PRS had on its side going into the project was a decades-long working relationship with architectural firm Ankrom Moisan Architects. The company’s principal, Jeff Los, AIA, has over 30 years of experience in CCRC design.
