to develop a new, intuitive voting experience for
L.A.'s five million registered voters. The goal, Logan
says, was to elevate the experience of voting,
re-humanizing it and creating an experience that
was consummate with the civic importance of the
activity: "We wanted to broaden the scope of design
decisions from minimal compliance to a more
holistic and agile approach."
"It is one thing to measure the height and depth
of equipment to meet legal requirements, but that
doesn't address the human factors of how the
equipment feels to the voter who needs to use it-
is it inviting, easy to navigate, intuitive?" Logan
continues. "Does it convey the sense of the
significance associated with voting? Does it
provide a sense of independence and privacy that
makes the voter comfortable and confident?"
The result of the collaboration was a modular
system designed to be customizable for a range
of people. It considers vision and hearing
impairments, users in wheelchairs, those who
have learning disabilities, are unfamiliar with
technology, or who speak languages other than
English. The device prototype allows voters to
navigate the ballot by touchscreen, choosing one
of eleven languages and advancing through
screens showing lists of candidates and ballot
measures. Users with vision impairment or reading
disabilities use a simple controller to vote as an
audio guide takes them through the options.
Because the use of paper ballots is still mandated
by law, at the end of the process the user receives
a printed ballot to deposit into an integrated
ballot box.

As the county prepares to move forward with
the manufacturing and implementation (by 2020)
of the devices, it continues to emphasize design
thinking in its approach. While this has big
implications for increasing voter engagement, the
philosophy has also caused an internal sea change
for L.A. County election workers. "We have also
started to migrate conference room and open
spaces into design hubs to encourage informal
and spontaneous creativity and collaboration,"
says Logan. Examples include white board walls,
conversation pods, and an idea board that allows
for organic interaction and exchange of ideas
between government workers. They've even
integrated tools used during the design development process into operations like customer service,
records management, and call centers.
