Goddard was appointed Secretary of the Pennsylvania Department of Forests and Waters in 1955, he set a goal to have a state park within 25 miles of every Pennsylvanian. By 1979, Goddard added 45 state parks and an additional 130,000 acres of state park Pennsylvania Angler & Boater land. " Doc " Goddard paved the way for outdoor enthusiasts across Pennsylvania.
