Brevard the Brave: How success happens
when you own all your rounds

revard County in Florida stretches along the Atlantic
coast from Cape Canaveral to south of Melbourne.
While known as the Space Coast (its area code is 321,
as in 3-2-1 liftoff ), it is also a hotbed of golf.
Brevard County officials had for some time wanted to be out
of the golf business. They ran three courses but could not see
a way forward to maintain and upgrade the facilities without
costing their taxpayers money. And when retirees make up a
substantial portion of the tax-paying public, wallets snap shut
quicker than a gator's mouth on a duck.
Integrity Golf took over operations of the three courses,
starting Feb. 1, 2016. In July 2017, Integrity notified the county
that it was terminating the management agreements, effective
at the end of that month because it was losing money on the
operation. International Golf Maintenance (IGM) stepped in
temporarily to keep the facilities operating while the County
Commission considered long-term options.
One of the long-term options approved Sept. 1, 2018, provides a possible model for other struggling municipal golf operations. Golf Brevard Inc. is a 501(c)3 formed by members

of the community and led by mortgage broker and avid golfer
Tom Becker (his email handle is "mortgagemangolfer"). Golf
Brevard was handed the reins to Habitat and Spessard Holland
golf courses effective Sept. 1, 2018.
Under the agreement, the county paid Golf Brevard a
$490,000 "transitional fund." Golf Brevard is required to pay
back $390,000 of that amount in three annual payments of
$130,000 each on Sept. 1, 2021, Sept. 1, 2022, and Sept. 1, 2023.
The operating agreement with the county states that if the unencumbered cash reserves exceed $500,000 before the agreedupon repayment schedule, the amount over and above $500,000
will be paid to the county toward the total debt of $390,000.
Integrity Golf 's unfortunate demise (the county reached a
settlement with Integrity Golf Co. LLC, three affiliated companies and their principal, Eugene Garrote, who agreed to pay the
county $200,000 over five years, with a $20,000 upfront payment,
followed by 60 payments of $3,000 a month. If there is a default
in payment, Garrote would be personally responsible for paying
the county $500,000. Hope Gene has a good job.) opened the
door to examine and reevaluate its relationship with GolfNow.
