technologies and innovation related to the operation and
planning of the energy system. a key objective is to have
network operators able to use innovative approaches applicable in a multivendor environment. The interoperability
aspect is crucial to maintain the security of supply while
meeting political targets and facing new challenges. as network operators are regulated companies, the role of the regulatory framework for r&D activities by transmission and
distribution operators has an enabling function. although
the need to test new solutions to optimize the processes on
system development and operation are well recognized by
the majority of companies, the r&D road maps and implementation plans would not be realized as planned if there are
no appropriate incentive mechanisms to support the r&D
expenditures. Moreover, it should be realized that there is
a necessary minimal time period that a network operator
would need to efficiently build the resources to take part in
r&D projects. For instance, engineers need to be hired and
trained for this, and the r&D work should be integrated
in the different business units to reach a common understanding. When testing or applying the innovative solution, necessary management support is also a key aspect,
etc. currently in many countries, the expenditures in r&D
by Tsos represent less than 1% of their annual turnover,
which is considerably lower than europe's 2020 (lisbon)
strategy, which set the objective of 3% for r&D intensity.
Therefore, intensive discussions on all levels, from management companies to regulatory bodies, member states
and the european commission, are necessary to openly
discuss the issues and allow for a significant improvement
in supporting r&D by network operators using regulatory
mechanisms or other funds.
The next three articles are examples of european projects on topics of great interest to the community. The fifth
article presents the work of projects that have developed
innovative methods to plan and operate power systems.
one of the presented projects is working on a way to
increase the utilization of overhead lines to minimize bottlenecks in the system. projects like iTesla and umbrella
are working on innovative tools for the future coordinated
and stable operation of the pan-european electricity system. The aim of both projects is to develop a simulation
toolbox supporting future coordinated operations of the
pan-european electricity transmission network. Besides
the main developments, the two projects are cooperating
and have jointly developed recommendations regarding
operational rules supporting the future coordinated operation of the pan-european electricity transmission network.
For the grid operator, it is essential to have a tool available
that combines live power grid data (measurements and
topology from system control and data acquisition), live
weather data, and real-time reliability analyses, combined
with short-term load flow forecasts, reliability analyses,
and detailed weather forecasts. suMo project develops
