IN RESPONSE TO THE MOVE IN EUROPE TOWARD A MORE SUSTAINable, reliable, and cost-efficient society, European energy policy has set ambitious goals for the European electricity system, targeting the objective of at
least an 80% decarbonization of society from current levels by 2050.
The changing energy scenario in Europe requires a dramatic rethinking of
how to keep the lights on while both making the best use of new energy sources
and keeping infrastructure costs down. If Europe wants to drive electric cars
and to live and work any time soon in low-energy, low-emission buildings with
intelligent heating and cooling systems and in cleaner cities with less air pollution and better public transport, not only new technologies but also new regulatory regimes and business models will need to be developed. This has to happen
in parallel with the creation of the internal energy market (IEM) in Europe and
will not be possible without huge investments in innovation and R&D.
Complementary IT solutions are being introduced to electricity networks
at both the transmission and distribution levels. They add communication,
sensors, and automation to actively manage the new and variable generation and demand. We call these smart grid technologies. The Bio Intelligence Study (2008) concluded that smart grids could reduce the annual
primary energy consumption of the European Union (EU) energy sector in
