Lesson Learned

Previous GIS-OMS data were synced twice per month.
And since the GIS provides the only reliable network
mapping for the ADMS, the GIS always needs to be
updated as accurately as possible.

We re-engineered our network alteration and sustainability processes
to ensure that network changes are updated in the GIS in the least
amount of time. This allows us to take advantage of the ADMS's Patch
Management feature, which updates the ADMS with any GIS changes
within a day.

Keeping track of all the changes to the GIS complicated
our ability to ensure network mapping accuracy.

Now, we do a quality check before introducing any patch in the ADMS.
If any deviation is observed, we inform the GIS. We have developed
reports to monitor the jobs and have implemented a way for our
operators to report any network data variance that they may observe.

The ADMS defines symbology for all the devices and
network attributes. The symbols used for common
components, such as a switch, a transformer, and so
on, were not aligned between the GIS and ADMS.

Before implementing the ADMS, we made any necessary corrections
and verified all network attributes in the GIS. We had to create some
new attributes to fulfill operational requirements. We also developed an
attribute chart for our GIS cartographer to reduce the chance for errors.

Our previous distribution systems were a separate
DMS and OMS that allowed different individuals to
possess special skill sets. Training was confined to users
being trained on the one job they were performing. In
addition, separate systems had different user interfaces,
making cross-training more difficult.

The ADMS offers a single platform, so one person can work both as a
distribution system operator and an outage dispatcher. We deployed a
related dispatcher training simulator based on the ADMS that allows current
and new users to be trained within the look and feel of the live system. It
allows us to cross-train all operators and dispatchers to perform multiple
functions, including outage management, network management, and fault
identification and restoration.

Permit to work time was done manually in accordance
with standard operating procedures.

The ADMS includes operational safety logic in compliance with
standard operating procedures, reducing permit to work time.

Handling the impact of transmission outages to the
distribution system continues to be a major challenge.
We can map single-line diagrams, but it is not possible
to update the entire transmission operation or get the
status of transmission devices through telemetry.

As a preventative measure, we've created an operator alarm for supply
fail at transmission exchange points and then open these breakers
manually when alarms are received.

duration of an outage. This improves reliability indicators like SAIDI and CAIDI.
Business processes should also be reengineered in alignment with new technologies to achieve optimal outcomes in
more efficient ways. User training and awareness of the new
technologies are also necessary for better change management and sustainability of implemented technology.
