AUSTRALIA, " THE LAND OF PLENTY, " IS KNOWN FOR ITS RESOURCES AND
particularly energy resources, with vast potential to power its energy system from sun and
wind. Unfortunately, the " plenty " of Australia also includes significant extreme
weather events. Among others, wildfires (known as bushfires in Australia) are
an important hazard type that impacts the environment and human society,
including engineering systems such as the power system.
Bushfi res are some of the most known and feared environmental
events that threaten the security of the power system in the two
main regions of the Australian continent: the National Energy
Market (NEM) on the east coast and the South West Interconnected
System in Western Australia. Both Western
Australia and the Northern Territory have several isolated
(or islanded) networks that supply remote communities
across large geographical areas.
Given the geographic extent of the Australian
power system, both transmission and distribution
(T&D) networks are exposed to bushfi re hazards
and vulnerabilities. There have been several
episodes of bushfires with serious consequences,
including many disruptions to the power system in
dissimilar ways and at different levels. Transmission
lines are generally well separated from the surrounding
areas of substantial vegetation (such as trees and/or
medium-sized shrubbery, referred to in Australia as bush),
reducing the risk of the lines causing a bushfi re through direct
contact with vegetation. However, smoke and atmospheric conditions conducive to
bushfi res can break down the electrical insulating properties of air (smoke and hot gases
reduce the dielectric strength of the air between conductors), increasing the risk of phaseto-phase
arcing, thereby resulting in a fault. Hence, the presence of a nearby bushfi re may
trigger preemptive derating (reduction of power fl ow), also affecting overall system operation
and security.
