constraints and ancillary services, would be required at any
point in time to ensure that the power system is secure to each
of the contingency events reclassified as credible. In this light,
a recent rule change under consideration by the Australian
Energy Market Commission (AEMC) envisages the introduction
of so-called indistinct events, whose impact and location
are subject to high uncertainty, and would include multiple
widespread bushfires. This rule change would provide AEMO
with the operational tools that can enhance system resilience
in this situation.
A Case Study From Western Australia
The December 2014 Bushfire
There are certain areas in the transmission grid in which
bushfires can create critical risks, for example, when impacting
a part of the grid with a large amount of synchronous
generation, or where multiple key transmission lines are
routed in the same corridor (see Figure 1). In relevant events,
the system operator in Western Australia has used past experiences
to deal with these known situations and increase the
resiliency of the power system through the adoption of new
operational strategies. The following is a description of the
first incidence:
On 19 December 2014, a bushfire occurred close to
three significant 330-kV transmission lines. Heavy smoke
from the fires caused all these lines to " flashover " and trip
in close succession. These lines share a transmission corridor
and are located close to each other. The lines subsequently
remained out of service for approximately 4 h, during
which time the power system was in a vulnerable state.
The system operator did not reconnect these lines due to
a concern about a safety risk to humans. A further line or
generation loss may have resulted in widespread blackouts
or even a complete system collapse. Some loss of generation
and industrial load did occur as a consequence of the
line trips causing frequency or voltage excursion, but there
was no further loss of customer load. Eventually, when the
" all-clear " signal came from emergency services working
to gain control of the fires, the three lines were successfully
