the legislature approved the bill creating the st. Lawrence Power Development commission, which fDr "adjusted" and signed into law on 29 March.

signing, "for it takes the first step towards securing cheaper electric light

five commissioners were to be chosen
by the governor, and fDr judiciously
appointed two republicans (who he
knew supported public power) and
three Democrats. In august 1930, fDr
joined all five at the proposed hydroelectric site on the st. Lawrence river.
fDr also revived the Public service commission, which had devolved
into a zombie agency after nine years
with republican chairman william a.
Prendergast, who finally felt compelled
to resign. fDr noted that the Public
service commission "is not dealing
between two contestants... . we are
going to get some teeth in the Public
service commission Law." and he did
just that, thanks to his solid Democratic support that included tammany, his
old foes as state senator.
In his successful campaign for a second two-year term as governor in 1930,
fDr again emphasized the urgent need
for public power, repeatedly pointing
out that New Yorkers paid an average
of Us$25.63 a month while toronto residents paid Us$3.40 for the same kilowatthours. he noted the "ever-growing,
