countries, including Colombia, Peru,
Chile, Brazil, and Argentina. Alternative tariff structures currently being discussed in Chile and Brazil are introduced
as examples of the reformation efforts.
In "China's Solar Subsidy Policy,"
Dong et al. discuss the impact of subsidy policies on the nation's PV industry over the past 15 years. The country's
rapid growth of a new industry was
achieved mainly by governmental efforts. We hope that this article provides
you with a different perspective on
policy making for fostering new technologies and an alternative approach
for rate making, especially in countries
where utilities are closely regulated by
the government.

The rate-making process is nontrivial. No matter what rates are being
established and applied to the end users,
they should be based on load research, a
comprehensive study of how customers
use electricity. The last article, "Utility
Load Research" by Puckett et al., focuses on the origin of rate making. The
authors introduce the load research lifecycle as well as the interaction between
load research and various utility business functions such as rate making, load
forecasting, and planning. They also offer their outlook on the next decade of
load research areas and the key factors
for load research to continue to thrive.
In the "In My View" column, Satchwell et al. discuss key drivers of retail
rate reforms, design considerations of

retail rates, and implications for the deployment of distributed energy resources.
The broad implications of rate reforms for
utilities, customers, and society are discussed. The authors recommend that regulators and policy makers establish rate
structures that weigh these factors against
each other while balancing other considerations and stakeholder perspectives.
