Few civilizations focused on developing new ideas or technologies unless the need for development grew. Greece experienced a shortage of fuel in the fourth century BCE, so it became innovative and started with the idea of providing heat and light since it was very important for the survival of the community. Greece was the first civilization to consciously use solar energy in its dwellings for reasons other than religious worship, as early as 400 BCE, implementing passive solar design into homes.
