✔ cyber and physical security vulnerability, including

electromagnetic pulse (EMP) events
✔ asset management and maintenance
✔ human performance and skilled workforce needs.
All of these challenges and associated risks should not
be treated as isolated concerns but should be viewed in the
holistic context. When addressing them, the industry must
continue to be diligent in prioritizing mitigation investments
to achieve reliability and resilience targets in the most effective way. For instance, while not losing sight of efforts that
address high-impact, low-probability threats such as GMDs
and EMP events, investment priorities must consider preventing and managing challenges from more likely events,
such as natural disasters (e.g., hurricanes, flooding, wildfires, tsunamis, and snowstorms) as well as making sure that
the T&D infrastructure is upgraded through asset management programs. To minimize these risks, the power system
must be modernized as well. Having a consistent regulatory
framework that supports these investments is an important
policy endeavor.
In general, despite these challenges and risks, the future
presents an exciting opportunity as we continue to work
together on advancing a grid that has become inextricably
linked with our well-being.
