optimization of DERs will be a cornerstone of economywide
decarbonization. SCE's pilot activities are charting
the course to a DER-rich distribution grid that will need to
integrate and optimize 30 GW of customer-sited solar power
and 10 GW of storage. Transitioning to business as usual in
California will require building on the lessons learned from
DER pilots to maximize the value for customers and achieve
carbon neutrality.
For integrated planning to become the norm, DERs need
to be incorporated into the planning process to optimize these
resources with the utility infrastructure to maximize grid flexibility.
Grid planning needs to be coordinated across all levels
of the electric system, from the bulk power system to behindthe-meter
resources, to ensure reliability and grid deployment
best practices. On the policy front, the regulatory framework
to justify grid deployments has traditionally relied on an analytical
approach focused on historical data and static forecasts.
The analysis should shift to a scenario-based, dynamic model
moving forward.
Significant advances in grid management system technologies
are needed to mainstream DER grid services,
including communications among millions of devices, more
distributed operation of grid assets, and edge computing
to solve localized issues. Policies need to establish a common
set of rules and requirements to control DERs at critical
times to preserve reliability. Customers, aggregators,
device manufactures, and so forth need incentives to adopt
these policies.
The electrification of mobility in California can open the
road for EV flexibility. However, EV model availability and
at-scale charging infrastructure continue to be barriers to
widespread adoption. EV purchase incentives are required
to accelerate adoption until the markets are self-sustaining,

and prompt regulatory and municipal decisions must accelerate
the deployment of public electric infrastructure to
serve EV charging stations. Additional real-world usage
information on charging behavior, particularly for market
segments other than single-family homes and workplaces,
is needed to continue developing EV load management
strategies.
Finally, materializing the potential of DERs to provide
more grid flexibility and higher reliability calls for industrywide
collaboration, problem-solving innovation, and stronger
alignment across an expanded range of stakeholders.
