elevations as high as 7,400 ft. The Jhelum Valley Cart (JVC) Road was an
important all-weather trade route that
connected the valley with British-ruled
India. The route was extensively used
by passengers traveling on two-wheel
stage coaches, called tonga. All materials for the plant had to be hauled
in carts drawn by four bullocks, two
hooked to the front and two at the back.
While the permissible load was 4 tons,
the preferred weight was 2 tons because
the freight charges for anything heavier
were exorbitant at the time. The tender
specification stipulated that no single
piece of machinery should weigh more
than 4 tons when packed.
The powerhouse was located far
away from the manufacturing facility; it was impossible to procure spare
parts without sacrificing considerable
time. Further, the power plant was to
be manned essentially by locals who

had no past experience with such a job.
In extraordinary circumstances, one
could count on them only within the
limits of their expertise. The remoteness of the site, the harsh conditions
of transportation, and the unavailability of skilled personnel had prompted
the engineers to adopt a smaller unit
size of 1,000 kW. Further, to reduce
the dimensions, weight, and cost of
the machines, a higher rotational
speed (500 r/min) had been adopted,
even though a slower speed would have
been more efficient. From the forebay
onward, each of the units was made
entirely independent for maintenance
purposes. The contract conditions included the maintenance and upkeep of
the whole plant for at least one year after completion of the works.
The electrical equipment was supplied by General Electric, Schenectady,
New York, and the hydraulic equipment
