FRANK LAMBERT, PRESIDENT OF
the IEEE Power & Energy Society
(PES), passed away on 27 July 2021; he
was 69 years old.
He graduated with bachelor and
master of science degrees in electrical
engineering from the Georgia Institute
of Technology (Georgia Tech) in Atlanta.
He was a registered professional
engineer in Georgia.
Upon graduation, he joined Georgia
Power Company, where he served
in multiple capacities, including manager
of the network underground. Before
taking early retirement in 1996, he
was the distribution manager responsible
for amplitude modulation/frequency
modulation/geographic information
systems, distribution automation, and
construction management systems. He
played a major role in Georgia Power's
implementation of the electrical distribution
systems for the 1996 Atlanta
Olympics and the Olympic Village at
Georgia Tech.
Frank joined Georgia Tech in 1996,
where he rose to the position of principal
research engineer, the highest
rank among research faculty. As manager
of electrical systems at Georgia
Tech's National Electric Energy Testing
Research and Applications Center
(NEETRAC), he was responsible
for more than 100 projects dealing
with a broad variety of subject matters,
ranging from stray voltages and
grounding systems to reactive power

and Electric Vehicle Working Group,
which set the stage for the harmonization
of charging connectors; both
the Electric Power Research Institute
and the Society for Automotive Engineers
were integral to these efforts.
He also led projects leading to major
industry International Electrotechnical
Commission, National Electric
Code, and IEEE standard and handbook
developments.
Frank joined IEEE as a student in

coordination, from conductor insulator
coatings to communication systems
infrastructures, and from cable ampacity
computat ions to
breaker designs and
testing. These projects
produced innovations
not only in design, simulation,
and implementation
but also in experimental
validation
processes. His broad
interactions with i ndust
r y exper t s and
Georgia Tech faculty
confirmed the breadth
of his leadership and project management
abilities and engineering skills.
He was a leader in the Nat ional
Electric Transportation Infrastructure
Working Council and its Plug-In
He viewed the
Chapters as the
" foot soldiers "
and face of
PES at the
local level.
1970, and his association with the organization
spanned 50 years. Within PES,
he was the chair of the Atlanta Chapter
when it won the Outstanding Chapter
Award in 1994. Frank participated
and contributed significantly to various
PES working groups and technical
activities, including the Distribution
Subcommittee. He joined the
PES board as a Regions 1-7 representative
from 2007 to
2013. He was appointed
as vice president of
Chapters in 2014. In
this capacity, he globa
l ly oversaw the operations
of more than
240 PES local Chapters
and Student Branch
Chapters worldwide.
Working closely with
Chapter ch a i r s , he
traveled around the
world, conducted Chapter leaders'
t ra ining programs, and mentored
volunteers in PES roles. He viewed
the Chapters as the " foot soldiers "
and face of PES at the local level.
