sible for rough-in electrical work in new
church constructions. In 2013, he had
the opportunity to go on a mission trip
to Haiti. During the trip, he sympathized
with the needs of the Haitian people;
thereafter, he traveled there annually.
In between trips, the group would raise
funds for materials needed to build
single-family houses for families in
need. He not only contributed to the fundraising
but also participated in the construction
of these homes. During these
trips, he felt compelled to sponsor two
Haitian children, providing them with
the opportunity to attend school and
meeting their basic nutritional needs.

He supported the president-elect and chair
of the Long-Range Planning Committee
to engage the PES Chapters Student
Activities Committee, Young Professionals
Committee, and Women in Power
Committee in developing the PES fiveyear
strategic plan.
Frank was elected as the PES president-elect
for 2018-2019. He had
served as president since 2020 under
the most difficult circumstances because
of the COVID-19 pandemic. He
created a special PES Governing Board
position to focus on diversity and inclusion
efforts. He was proud to preside
over a diverse PES Governing Board
with members from all 10 Regions, including
six women volunteers in 2021.
He was a charter member of the
City of Palmetto Volunteer Fire Department
as an emergency medical
technician/firefighter serving his community
from 1968 to 1988. He served
on the Fulton County School Board of
Education from 1988 to 2002.
Frank was an ordained deacon at
Palmetto Baptist Church, where he was
particularly active in the youth department
as a teacher and a beloved chaperone
on youth adventures. He went on
annual mission trips with the church,
during which he was typically responnovember/december

Smart Village initiative, one of IEEE's
Signature Programs, he led multiple
trips to Haiti with groups of Georgia
Tech students. The groups designed,
sourced equipment, and installed a
photovoltaic system for a remote mountain
compound to provide a reliable
electricity supply. With the help of the
Georgia Haitian-American Chamber
of Commerce, he led the training of 16
Haitians in photovoltaic systems and
the business practices of large, clusterhut-level
photovoltaic systems designed
and commissioned for lighting and cell
phone charging. The systems were later
extended to create sewing business opportunities
for local women.
Confirming his dedication to the education
of young engineers, he actively
participated in the IEEE PES Scholarship
Plus Initiative, which provides
scholarships and real-world experience
for undergraduate students interested in
power and energy careers.
Frank never gave up on anything that
could provide value to the PES community
of volunteers and members. He
would find a humorous angle in any discussion
to adapt his style of communication
and make it more fun and engaging.
He conducted the PES Governing
Board business with a smiling face and
pleasant demeanor, getting things done
quietly without hurting anyone's feelings.
He always trusted his colleagues
and made them feel valued. He treated

others the way he liked to be treated.
Frank belonged to the league of leaders
who believe less in bravado but more in
displaying courage and calm by sitting
down and listening to others working
with him. His hallmark was " learn from
you, listen to you, and love you. "
He was a true professional, a " hell
of an engineer " in the Georgia Tech
tradition, an exemplary volunteer, a
wonderful and trustworthy friend and
colleague-a gentleman with a profound
concern for his fellow man. He
will be greatly missed.
Frank was devoted to his family.
He is survived by his wife, Karen; sons
John and Philip; grandchildren Will
and Zachary; and adopted son, Ghaly
Jules. His beloved daughter, Elizabeth,
passed away in 2006.
