Enabling behind-the-meter DERs to provide grid services:
Opportunities and challenges in the distribution
and wholesale markets. (Panel Session)

DERs are increasingly being considered for their capabilities
to provide flexibility " services " to the electric grid.
Grid services have the potential to replace (or enhance) conventional
resources, network reinforcements, or solutions
otherwise required to maintain normal system operations.
In the US, FERC Order No. 2222 requires ISOs to allow
DERs to provide energy, capacity, and ancillary services
in the wholesale electricity markets, with a participation
threshold lowered to 100 kW. In the distribution domain,
utilities are also being encouraged, and sometimes required
by their regulators, to consider DER-provided distribution
services to avoid traditional network reinforcements.
Similar approaches are being explored in Europe, Asia and
Australia. This Panel Session presents the latest approaches
aiming to enable behind-the-meter DERs to provide distribution
and wholesale market services at scale. Technical,
policy, and market perspectives are provided by a panel of
industry, research and policy stakeholders at the forefront of
the DER services transformation.

This panel discussion is intended to facilitate an international
knowledge sharing opportunity by presenting insights
April 2023 Show Issue
from US, UK and Australia. As utilities are gearing up to
achieve their net zero emission targets, flexible loads are
playing a key role by offering emerging services in response
to technical challenges associated with high penetration of
variable renewable resources. The panel speakers will give
an overview of integration of flexible loads from different
perspectives and outline some success stories. The presentations
will be followed by a panel discussion on ways to
capitalize future opportunities. While the maturity level of
integration of flexible loads varies among US, UK and Australia,
there is one common element; THE Customer. The
panel discussion will touch on effective customer engagement
approaches to design fit for purpose products with
mutual benefits for utilities and customers.

Enhancing the Grid: Technology, Policies, and Incentives

We are in the midst of a transformational shift in the
energy sector. The electrification of transportation, renewable
energy deployment, and extreme weather events have
placed additional stress on the grid, highlighting the need
for increased grid resilience and capacity. Given these
challenges, what policy, technology solutions, and incentives
are needed to deliver energy in a safe, reliable and
affordable way?
FERC has recently mandated the use of advanced line ratings
in operations while issuing notices of proposed ruling
on transmission planning and cost allocation as well
as regarding generation interconnection procedures that
mention the application of Grid Enhancing Technologies
(GETs). The Bipartisan Infrastructure Bill has specifically
named GETs, like Dynamic Line Rating (DLR), as
a tool to increase the capacity of transmission networks.
Suffice it to say there's a lot of momentum behind maximizing
the use of the transmission grid. How can regulators
ensure ratepayers are receiving the most benefit from
these advancements?
This panel will outline recent advancements in Grid
Enhancing Technologies (GETs) and will outline policy
mandates and initiatives intended to help drive the adoption
of GETs. The speakers will address how utilities are integrating
GETs to meet evolving grid challenges, including
