El grado de sofisticación en la fijación de precios en la red
ha mejorado dramáticamente en los últimos 30 años, alejándose de la exclusiva asignación de costos y acercándose a
la fijación de precios que reflejan los costos, indicando las
características de la red y sus usuarios para mejorar la utilización general de la red. La descarbonización y la digitalización han cambiado fundamentalmente el panorama energético, y han creado grandes incertidumbres en la demanda
de los clientes y el uso de la red, así como las perspectivas
futuras. Estos cambios desafían los principios actuales y las
metodologías de tarificación de la energía eléctrica, que no
consideran adecuadamente las incertidumbres en el uso de la
red por parte del cliente. Muchos tipos de regímenes regulatorios pueden abordar este problema.
En este artículo, cuantificamos la diversidad en la red y
la incertidumbre del cliente, identificamos oportunidades
para mitigar la incertidumbre mediante el uso compartido
de la red y la respuesta a la demanda del cliente y los activos del generador, y propusimos direcciones futuras para la
fijación de precios en la red que ofrecen un acceso flexible a
la red para mitigar las incertidumbres. Al hacerlo, el riesgo
de cometer errores en inversiones costosas puede reducirse
sustancialmente, y los operadores de red pueden ser recompensados por su capacidad mejorada para mitigar las incertidumbres.
