necesitaría un análisis basado en datos para determinar qué
eventos no distintivos podrían ser considerados razonablemente
posibles en las circunstancias circundantes. National
Grid ya ha adoptado un enfoque similar en Gran Bretaña.
Si bien en la actualidad el criterio de seguridad N−(X+)
no se considera explícitamente una posible enmienda a los
marcos normativos del NEM, al menos en el contexto de
la resiliencia y los eventos no distintivos, el AEMO ya está
adoptando enfoques probabilísticos basados en datos para
lidiar con las reservas operativas a fin de garantizar la confiabilidad.
Ampliación
de los arreglos
para eventos protegidos
El objetivo actual del trabajo de la AEMC es considerar
riesgos no distintivos increíbles, que pueden incluir eventos
de tipo HILP. Estos eventos pueden presentarse de distintas
formas, incluyendo las que dependen de condiciones anormales
externas (dependientes de las condiciones) y las que
no dependen de condiciones externas (independientes de las
condiciones).
Los riesgos no distintivos independientes de las condiciones
que pueden ser tomados en cuenta son considerados
" latentes " , ya que el riesgo no cambia en referencia a condiciones
anormales externas. Un ejemplo podría ser un ciberataque.
Este tipo de riesgo es no distintivo porque puede
afectar a múltiples activos no definibles en el sistema, y se
le describe como " latente " porque la amenaza no depende
necesariamente de condiciones externas identificables. No
obstante, se observa que, en el caso de una advertencia de
ataque, el riesgo podría considerarse " dependiente de las
condiciones " y podrían utilizarse otros enfoques. La AEMC
investiga este tipo de riesgo no distintivo. Puede ser que la
naturaleza latente signifique que el marco de los eventos
protegidos podría formar las bases de un enfoque normativo
para también gestionar los riesgos latentes no distintivos.
Implementación de nuevas
medidas operativas
Los riesgos no distintivos dependientes de las condiciones
son la otra área de interés para el programa de trabajo de
la AEMC. Estos son riesgos no distintivos increíbles, cuya
magnitud cambia dependiendo de condiciones anormales
externas. Un ejemplo podría ser una gran tormenta que atraviesa
una región del sistema eléctrico. La AEMC se encuentra
considerando nuevos marcos que permitan al AEMO
tomar las medidas operativas necesarias para gestionar este
tipo de riesgos. Los pasos pueden incluir restringir los flujos
eléctricos en los interconectores, adquirir servicios auxiliares
adicionales y programar las unidades generadoras síncronas
adicionales para que estén en línea a fin de aumentar
la inercia del sistema, los niveles de falla y la capacidad
dinámica de la potencia activa y reactiva.

la red flexibilidad para gestionar con eficiencia el perfil de
riesgo rápidamente cambiante del sistema eléctrico. Cuando
se diseñe este marco, será importante considerar cómo
poder gestionar los riesgos teniendo en cuenta la extrema
incertidumbre asociada. También será necesario considerar
cómo los marcos de gobernanza pueden garantizar que se
identifique el conjunto completo de costos. Por ejemplo, la
transparencia y la apertura probablemente serán importantes
para permitir que todas las partes afectadas tengan voz y que
todos los aprendizajes de los eventos pasados estén registrados
e informen a los marcos operativos.
